One of the city's oldest stone buildings, built in 1780 by the magistrate and mayor Carl Magnus Tallquist. Until the end of the 18th century, an apothecary operated in the building. After the apothecary was moved, the house served as the apothecary manager's residence. The appearance of the two-story hip-roofed building has changed somewhat over the centuries. Originally there was a passage with arched vaults running through the first floor of the house. In 1870, the passage was enclosed and an extension with an open staircase was built in the center of the east façade. In 1924, the extension was enclosed. The partially plastered, partially boarded extension has survived on the east wall to the present day. The most authentic part of the building is the south corner of the east façade, which can be determined by the stone eaves base made for fire safety purposes. A later eaves base along the entire house is already made of wood. The building, which was divided into apartments during the Soviet era and left to deteriorate, was brought back to life under the current owner's direction in the 2000s. Chimneys made of ceramic bricks have been built, a Soviet-era extension on the north wall has been demolished, and even the courtyard's arbor has been skillfully restored, with old, deteriorated windows replaced with new copies close to the originals.
The spacious sloping plot is in use throughout and extends to the foot of Vallimäe. There is room for wood sheds in the northwest part of the property, children's attractions, garden benches, flower beds around the house and on the slope, and for the arbor. Special attention is due to the arbor in particular, as its history dates back to 1870 and was restored in the early 2000s. The lower detail row is new, but the beams and upper ornamental row are originals. Based on the arbor in the courtyard of Pika 14a, a similar one has been completed on a smaller scale in the courtyard of the Rakvere Linnakodanik house museum. In front of the house, another valuable detail catches the eye: an old well 7 meters deep, which has since been concreted over and covered with paving stones.
