In the area, the Torgu rural coastal areas general plan is in effect, based on which this is a reserved residential area. The general plan has reduced the construction prohibition zone in Ohessaare village. Most of the land unit is within the road protection zone. There are quite a few restrictions (e.g., the general plan stipulates that the distance between residential buildings must be at least 50 meters. Additionally, buildings are not permitted to be erected in the road protection zone (30 m) of a state road bordering or located in the coastal restriction zone where the construction prohibition zone has been reduced. Elsewhere, this condition is advisory. Within the road protection zone, a protective green area function is given to the residential land, with the aim of protecting and preserving existing greenery. The municipal position is that project conditions can be issued, but the area where construction is possible is quite small.
