Volta SKAI B Tower public sale begins: Estonia's most expensive apartment transaction ever concluded in pre-sale
Real estate developer Endover is launching public sales of apartments and commercial spaces in the second tower of the Volta SKAI high-rise duo rising in the Volta quarter. Before the public sales launch, the highest-priced apartment transaction known on the Estonian real estate market was reportedly concluded in the building: a SKAI Villa spanning an entire floor with an area of over 340 m² found an owner for approximately 4 million euros.
Volta SKAI B-tower contains a total of 41 apartments with a combined area of 3429 m² and 13 office or service spaces with a combined area of 918 m². The apartments feature views of the old town, sea and the greenery of the peninsula, as well as curved glass balconies and terraces. Residents have access to a designed foyer and a rooftop park with sea views, featuring green recreational areas and playgrounds. Apartment prices start from 249,900 euros and are available in sizes ranging from 45 to 170 m². Public sales of B-tower apartments and commercial spaces began on July 13.
Before the public sales launch, the reportedly most expensive apartment transaction in Estonia was concluded in Volta SKAI B-tower, acquiring a SKAI Villa spanning an entire floor with over 340 m² of living space. The apartment's interior design was created according to the buyer's personal wishes, and the apartment features a terrace of approximately 300 m² with 360-degree views of the old town, City towers, the sea and the greenery of the North Tallinn peninsula.
„The sales success of Volta SKAI and the recently concluded highest-priced apartment transaction show that the real estate market does not stand still even in difficult times. A comprehensively solved and quality product in a value-appreciating location is sought-after goods among both homebuyers and investors," said Endover's CEO Roul Tutt. „We decided to build both towers simultaneously based on demand and the efficiency of the construction process. Construction has proceeded according to plan and the first apartments in the Volta SKAI high-rise duo will be completed this autumn, with the first B-tower apartments ready in early 2027," said Tutt.
B-tower brings more spacious family homes and new views to the market
Compared to the already marketed Volta SKAI A-tower, the B-tower brings several new solutions. The ceilings in the B-tower are even higher, up to 3.8 meters. Added are more spacious four-room family apartments ranging from 112 to 170 m², with windows facing all viewing directions. For investors, the B-tower offers smaller 44 m² apartments and commercial spaces, and sales have been added with apartments featuring excellent old town and sea views.
While the SKAI Villas in the A-tower spanned two floors, in the B-tower they are placed on a single level. Most of the exclusive SKAI Villa apartments on the higher floors have already found owners, and only one remains on the market.
In planning SKAI homes, Endover has been guided by longevity and sustainability, creating value through a person's life cycle: the plans are thoughtful and spacious, including wider hallways designed for people with special needs, high-quality materials and smart home solutions have been used, and good indoor climate is ensured through cooling and ventilation with air humidification in selected apartments.
Commercial spaces are suitable for offices, retail, services and food service. The building is connected to a parking building with a total of 187 parking spaces for cars, plus spaces for motorcycles and bicycles.
Tallinn's new development market in numbers
According to Citify, Tallinn's new development market has moderately activated in the first half of 2026 compared to the same period in 2025. In the first six months, 825 transactions were concluded in Tallinn's new developments, while a year ago in the same period the number of transactions was 724.
Transactions over 1 million euros have been registered 14 times since the beginning of the year, the highest of which so far, over 2.5 million euros, was concluded in the first tower of the Volta SKAI high-rise duo.
About Volta SKAI
Volta SKAI is located in the Volta quarter with a 125-year history and consists of two 12-story high-rises with a combined area of 18,600 m². The duo will complete a total of 111 apartments, characterized by ceilings up to 3.8 meters high, floor-to-ceiling windows and architecture using curved corner balconies and terraces, with additional commercial spaces included. The first apartments in the high-rise duo will be completed in autumn 2026 and the first B-tower apartments in early 2027. The project architecture was created by ARS Projekt, the main contractor is Metropoli Ehitus and the developer is Endover.
About Volta quarter
Volta quarter is part of the Volta, Krull and Noblessner area, which has been Tallinn's most valued new residential and business district for three consecutive years. According to Citify, Volta is the capital's preferred new development both in terms of units sold and sales turnover. North Tallinn was one of the city's most active new apartment markets in 2025 with 323 transactions and 107 million euros in turnover, where the average price per square meter reached 5,345 euros. From a historical industrial heritage, a new golden mile of the real estate market has emerged, where former factory quarters have given way to contemporary urban space.
The private and secure quarter operates on a 15-minute city principle, which means that everything needed for daily life remains within walking distance. At the end of last year, Volta HUB opened North Tallinn's largest MyFitness sports club, and there is also a padel club operating in the quarter. In addition, the area has cafes, shops, a bakery and daycare, with a kindergarten coming soon.
