Twice as Many New Homes Sold in Tallinn Compared to Last Year
The summer months showed continued growth in Tallinn's new apartment sales figures compared to last year. According to Citify data, 422 new apartments were sold in the third quarter of 2025, which is 52% more than in the same period of 2024.
In total, 2,331 transactions with residential premises alienated as apartment ownership were made in Tallinn in the third quarter according to the Land Registry data, which is 8.8% more than in the same period last year. In September, the number of residential property buy-sell transactions in Tallinn was 835, with the threshold of over 800 transactions last exceeded in December of last year.
In the third quarter, 422 new apartments were sold in Tallinn, which is 16.6% more than in the second quarter. Compared to the same quarter last year, the growth in new apartment sales was as much as 52%, and as of now, 47% more new apartments have been sold in 2025 than in the same period of 2024.
"The monthly sales figures for new apartments have remained very stable since spring, reaching close to 140 units per month. Compared to last year, however, the sales pace has been fast enough that in the coming weeks, the entire last year's new apartment sales result will be exceeded," explained Bonava sales and marketing director Lauri Laanoja.
"Since the price difference between properties offered on the secondary market and brand new homes remains high, the new home buyer is becoming increasingly demanding. Sales pace is higher in new developments, which, in addition to well-planned apartments, offer customers value through functional and attractive outdoor areas and, for example, more convenient parking solutions," added Laanoja.
According to Citify, Liven sold the most new homes in Tallinn in the third quarter, followed by Endover and Merko. The most new apartments were sold in the City Center, followed by Haabersti and North Tallinn.
The number of rental apartment offers in Tallinn has increased again with the arrival of autumn, with 1,200 rental homes offered in summer, rising to 1,442 offers by September. However, rental prices have not fallen with the increase in offers and average 14.6 eur/m2 in Tallinn.
Alongside Tallinn's stable new apartment market, the real estate market in the capital's nearby municipalities stands out. "Typically, about 80% of new apartment transactions in Harju County are made in Tallinn, but this year the municipalities' share has grown to a third. A 1,000 euro cheaper average price per square meter, an increased selection of new apartments, and fast connections with the capital are directing those choosing a new home away from the city as well," noted Bonava sales and marketing director Lauri Laanoja.
