Telliskivi Business District M Building Received Construction Permit, Reconstruction Begins This Summer
Telliskivi TLN's next major development project, the M-building, has received a construction permit. Reconstruction work will begin this summer and the development will be completed in 2028.
The M-building will bring approximately 20,000 square meters of new commercial space to the district, of which more than 13,000 will be Class A office space. The remaining building sections will house service, retail, wellness, and leisure functions.
According to Telliskivi TLN's development manager Alo Kippasto, the project is moving from the preparation phase into the construction phase. "The building permit allows us to begin reconstruction of the M-building already this summer. In July and August, the first demolition work will start, followed by construction work. This is Telliskivi TLN's most important development phase, which will bring a significant volume of new office, service, and leisure space to the area," said Kippasto.
Inbank headquarters and Telliskivi spa
The M-building's first anchor tenants are Inbank, which will relocate its new headquarters with more than 200 employees to the M2 building section, and a spa and sauna center of approximately 2,000 m² operated by Telliskivi TLN. The spa center will include about ten saunas, a pool area, wellness rooms, and a roof terrace.
Architecturally, the M-building connects historical industrial architecture with new contemporary spaces. During reconstruction, valuable historical layers will be preserved and revealed, including limestone walls and historical steel trusses.
"Our goal is not to restore the M-building to its presumed original form, since the building has been repeatedly reconstructed over the decades and its original spatial logic has changed over time. Instead, we are focusing on preserving and highlighting the most valuable historical elements and linking them with contemporary architecture," noted Kippasto.
Eight building sections make the structure lighter
Although the M-building will be divided architecturally into eight building sections (M1–M8) after completion, it will function as a single whole in the future. The authors of the M-building's architectural solution are Kadarik Tüür Architects and Salto Architects in collaboration with VÄLI Architects, who developed the landscape architecture concept. The solution created by the architects allows the development to be brought into the scale of the surrounding urban space and to be connected with movement routes, creating new public areas and view corridors.
As part of the development, a new urban ensemble will also be created with greenery, squares, recreation areas, and a main street running through the district. Sports areas, seating areas, and a concert area will be added, strengthening the district's role as a community and cultural center. Motor traffic will be directed mainly to the parking garage and underground parking level. With the development of the M-building, a parking garage with approximately 350 parking spaces will also be constructed, and a partial outdoor parking area will be retained.
The M-building is being developed by P&E Real Estate, a real estate company led by P&E Capital and owned by long-term Estonian capital. Its portfolio includes, in addition to Telliskivi TLN, also Solaris Keskus and Uus-Maakri Quarter.
