Tallinn's New Downtown Stella Skyscraper Worth 54 Million Reaches Full Height

A 16-storey high-rise building called Stellar is being built in the Compass district in downtown Tallinn and has reached its full height. The modern residential building, which is being developed by Novira Capital and Evernord with an investment of 54 million euros, will be completed in the summer of 2027.
According to Nikolay Kryzhanovskiy, CEO of Novira Capital, the construction of Stellar has progressed as planned, and reaching full height means the building will increasingly take on a clear presence in the cityscape. "With Stellar, we didn't want to create simply a tall apartment building, but a building that fits well with the surrounding urban environment while also having its own character. Floor-to-ceiling windows, spacious views of Tallinn's skyline and the sea, and a distinctive facade give the building a unique appearance. At the same time, it is important to us that living in the city center means comfort and good quality of life, not compromises on the spaciousness of your home or energy efficiency," says Kryzhanovskiy.
Indrek Moorats, chairman of the board of Oma Ehitaja, the main contractor for the construction, confirms that although this is a technically very demanding development, Stellar's construction is progressing as planned. "The building's location in the city center has set certain constraints on construction activities and required exceptionally precise coordination of work and well-thought-out logistics. We are pleased to contribute to the construction of such a striking residential building, and now that Stellar has reached its full height, we can move forward with work that will gradually give it its final appearance," says Moorats.
Stellar, rising at Tartu Road 15, is a 16-storey residential-only high-rise building designed to house 152 one- to five-room apartments ranging in size from 30 to 160 square meters. The architectural solution of the A-energy class building has been created by Pluss Architects in cooperation with the Meelis Press Architecture Office. Novira Capital and Evernord are investing a total of 54 million euros in the construction of Stellar, and the building will be completed in the summer of 2027.
