A New Business and Residential Building is Rising in Tallinn's Port District
Rumion is planning a new commercial and residential building at the intersection of Reidi Road and Jõe Street in Tallinn's city center, with ambitions to become an architectural landmark in the harbor district. The Tuukri 2 property is planned to include a building of up to eight stories.
"Tuukri 2 is located in a prominent place between the city center and the harbor, where thousands of people pass through every day. The building erected here will shape the appearance of the surrounding area and will be one of the first welcomers for many arriving in Tallinn by sea. This location deserves prominent and timeless architecture. We want to create a building that leaves its mark on Tallinn's cityscape and offers a good living and working environment," said Uko Paasik, development director at Rumion.
The planned building, with a volume of approximately 10,000 square meters, will consist of commercial spaces of about 65 percent and residential spaces of 35 percent. The detailed plan allows for the construction of a building with up to eight above-ground and two underground floors.
Special attention is being paid to the building's first floor, which is intended to include, in addition to representative entrances, as much restaurant, retail, and service space as possible. The aim is to connect the building with the surrounding urban space and bring vibrant life to the entire area around the building.
"In such a busy area, the first-floor solution is particularly important. We want the building to speak to passersby and provide a reason to stop and enter - whether it's lunch, a meeting at a café, or some everyday service. Our goal is to create a living urban space that benefits both local residents, people working in the area, and Tallinn's visitors," added Paasik.
To find an architectural solution suitable for the location, Rumion announced an architectural competition. In the first round, four architectural firms will be selected based on their portfolios and invited to submit competition works. The best solution is planned to be selected in January 2027. The building's completion is planned for 2028.
Rumion was created in 2025 by combining the residential real estate portfolios of two well-known developers - Capital Mill and Elon. Among the previous projects of Capital Mill, which focuses on commercial real estate, are the well-known commercial buildings Navigator and Explorer in Tallinn's harbor district and the downtown high-rise Skyon. Rumion plans to build over a thousand new homes in various areas of Tallinn in the coming years.
