Tallinn Gets a New Landmark – A Duo of Tall Buildings to Be Built in Volta
Real estate developer Endover is launching the pre-sale of apartments in the first 12-story tower of the Volta SKAI high-rise duo in North Tallinn. The building with modern architecture, which will complement Tallinn's skyline, will be completed by mid-2027 and will offer panoramic views of Tallinn Bay and the Old Town.

Volta SKAI will rise in the heart of Volta Quarter, at the intersection of Kalaranna and Krulli streets, where historical industrial heritage meets 21st-century urban environment. The project with two 12-story towers will become a new architectural landmark in the area, with construction of the first phase beginning in late 2025.
„Volta SKAI is more than just another development project – it is Endover's vision of future urban space, where architectural quality and a comprehensive living environment create lasting value," said Roul Tutt, Endover's CEO who took office in mid-September. "Volta Quarter and the areas bordering it are becoming Tallinn's new neighborhood."
Endover's CEO added that the quality and integration of contemporary living and working environments significantly impact Estonia's and Tallinn's competitiveness. "With Volta SKAI, we are not simply creating a high-rise – we are creating an integral part of urban space where floor-to-ceiling windows, ceilings up to 3.8 meters high, and thoughtfully planned layouts are only one part of a larger vision. The goal is to create a contemporary, forward-looking, human-centered urban space," said Tutt.
Architectural quality meets functionality
Volta SKAI's architecture was created by the team of top architects at ARS Projekt, whose portfolio includes several well-known high-rises in Tallinn, including Maakri Quarter and Rocca Towers. "Volta SKAI's layouts are very functional and lifelong – we are based on universal design principles: clear movement axes, barrier-free transitions, flexibly organized zones, and smart parking and household solutions," said Rasmus Tamme, chief architect at ARS Projekt. "These homes are equally suitable for a small apartment, growing family needs, and multigenerational living, supporting different life stages and family models."
The first tower will have approximately 80 apartments ranging from 35-155 m². At the top of the building will be luxurious SKAI Villas with living rooms over 70 m² and roof terraces. Residents will be greeted by a representative foyer, and everyday convenience is ensured by a separate entrance for service personnel (such as food couriers) and modern smart home solutions. A landscaped rest area with views of the sea will be built on the roof of the parking building integrated with the buildings.
North Tallinn as an investment opportunity
According to Citify, Volta Quarter has been Tallinn's most preferred new development for two consecutive years (2023 and 2024). North Tallinn led sales turnover in 2024 with 96.7 million euros, with Volta Quarter's average price per square meter of 5161 euros exceeding both the market and city center averages.
„In 2016, we started selling apartments in Volta for 1700 euros per square meter. These investors and homeowners have since doubled or tripled their investment, and value growth continues," noted Tutt. „According to various forecasts, approximately 40,000 new residents will move to North Tallinn over the next 5-10 years. Wise has moved into the area with several thousand employees, and Northern Europe's largest business center, Kastuhoone, is in the planning stages. By 2030, Volta Quarter together with the surrounding area will be home to 12,500 people and provide 11,000 jobs," explained Endover's CEO.
In September, Endover's subsidiary Volta SKAI OÜ successfully carried out an 8 million euro public bond issue, which was oversubscribed 2.2 times. "The strong interest of investors demonstrates strong confidence in both the Volta SKAI project and the entire region's development," commented Tutt. The capital raised from the bonds will be directed to finance the construction of the first tower, and over the next six months, the bonds will be listed for trading on the Nasdaq First North list, which will provide investors with additional liquidity.
Volta Quarter – a comprehensive living environment
Volta Quarter is one of Tallinn's real estate market's and Endover's most important and successful real estate developments. The industrial quarter with over 125-year history is being developed according to the 15-minute city principle. The total development area of the quarter is 142,000 m², with plans for over 750 apartments and more than 50,000 m² of commercial space.
Volta Quarter is planned to include a kindergarten, food street, and leisure activities for different age groups in both indoor spaces and a 15,000 m² high-vegetation park area. In early 2026, Volta HUB business center will open with the area's largest MyFitness sports club, and Volta Padel center with four full-panorama courts opened earlier this spring.
In connection with the quarter's development, Endover has built extensive new infrastructure in North Tallinn, including two new streets – Mootori and Uus-Volta. The quarter's architecture is created by KOKO, APEX, and ARS Projekt architects, and the quarter's financing has been supported by Estonia's largest banks: LHV Pank, Coop Pank, and Bigbank.
