Public Sale of Volta SKAI High-Rise Apartments Begins: One of 2025's Most Expensive Apartment Deals Concluded in Pre-sale
Real estate developer Endover launches public sales of Volta SKAI apartments, a new architectural landmark in Tallinn. Even before construction began, one of Estonia's most expensive apartment transactions in 2025 was concluded in pre-sales – the luxury SKAI Villa spanning the top two floors of the high-rise was sold for 2.5 million euros.
Volta SKAI high-rise construction began in December 2025, with the building's first tower completed by mid-2027. The two 12-story tower project rises at the corner of Volta Quarter and Kalaranna Street, at address Krulli 10, offering panoramic views of Tallinn Bay, the Old Town, and Noblessneri Marina. The buildings are constructed on a seaside elevation that ensures views will be preserved in the future.
The successful non-public pre-sales contracts totaled 8.45 million euros with an average price per square meter of 9,700 euros. The highest price per square meter reached nearly 13,000 euros – one of the highest figures ever on the Estonian real estate market. Today, the plans and price list of all available apartments were also published. Volta SKAI apartment prices start from 249,900 euros.

The pre-sale confirmed that there is strong demand for exclusive real estate in Estonia – the SKAI Villa penthouse apartments on the first tower have largely already found their owners," Tutt said.
SKAI Villas – exclusive penthouse apartments between sea and Old Town
The upper floors of Volta SKAI's high-rise feature the development's most prestigious homes – SKAI Villas. The most expensive of these, which has already found an owner, SKAI Villa offers extraordinary privacy with its nearly 195 m² of living space spanning two floors. The heart of the home is a 70 m² kitchen-living room, which includes a 60 m² roof terrace with panoramic views of the sea and Old Town. 3.5-meter high ceilings and floor-to-ceiling windows bring plenty of natural light into the spaces.
Architecture that opens a new perspective on the city
The architectural design of Volta SKAI was created by the ARS Projekt team, whose portfolio also includes the high-rises of Maakri Quarter and Rocca Towers.
„This building is the most expressive and evocative of all Endover's buildings," said ARS Projekt architect Rasmus Tamme. The building rising at the corner of Kalaranna, Tööstuse, and Krulli streets is visible and dominant due to its location. „There are few places in Tallinn that open a completely new perspective on the city – Volta SKAI opens 360-degree views of the sea, Old Town, and city center from an elevated ground level," Tamme said.
The exterior architecture of the high-rises is articulated by extensive glass surfaces and striking curved corner balconies that bring a flowing line to the architecture. Panoramic windows make the horizon a natural part of the interior and open the spaces to both daylight and the sparkle of evening lights.
„Every line was created to define both a new city silhouette and an everyday living environment. These homes are equally suitable for a young family, multiple generations, and those who value quality living space," Tamme said.
Strong investor confidence
The bond offerings conducted to finance the Volta SKAI project have demonstrated strong investor confidence. The first emission of the 30 million euro bond program, totaling 8 million euros, was oversubscribed 2.2 times in September, with 112 investors participating in the offering with a minimum investment of 100,000 euros. Demand from private and institutional investors in Estonia, Latvia, and Lithuania also exceeded the maximum volume of 4 million euros of the second series. The offering had 488 investors who submitted subscriptions totaling 5.13 million euros.
The bonds were listed for trading on Nasdaq Tallinn's alternative market First North. The stock exchange bell was rung on January 21, 2026 by Volta SKAI representatives, Endover CEO Roul Tutt, and Kaarel Ots, head of Nasdaq Tallinn and Nasdaq Baltics. Unlike many other developer bonds, Volta SKAI bonds are secured by first-priority mortgages, which significantly reduces investor risk.
