Premium Market Lives: 74 Homes Already Found Owners in Liven Regatt Development

Although the new development market has been talking more frequently about "truth moments" and growing inventory levels in recent weeks, demand for Tallinn premium-class new developments remains strong. Liven announced that in their Regati development rising in Pirita, 74 homes have already been sold in the current phase, which is more than half of the new homes.

"The overall market picture can fluctuate from year to year, but buyers of slightly higher-priced homes tend to look more at the long-term value of their investment. With such projects, demand is influenced primarily by a distinctive location and high construction quality, rather than short-term market trends," explained Andero Laur, CEO of Liven AS.

Regati Quarter is located at the end of Pirita promenade, right next to Pirita Road and the TOP complex. The development consists of smaller apartment buildings designed to create a unified, human-scale seaside living environment. In the current phase, four apartment buildings have been completed with a total of 120 homes and a series of commercial spaces, so more than half of the volume has already been purchased or reserved.

The price per square meter of Regati's smaller, one-bedroom apartments is around 6,000 euros, while larger and more exclusive homes exceed 8,000 euros per square meter, placing them in the premium-class segment of the market's new developments.

Buyer preferences are shifting towards smaller developments

"In this segment, the focus is not on price per square meter, but on the quality of the apartment and living environment," explained Andero Laur. "Everything that a premium-class real estate buyer expects must be present – high ceilings, timeless interior and exterior architecture, smart home system, enhanced soundproofing, and practical shared spaces that bring single-family home comforts to apartment owners."

According to a fresh Kantar Emor real estate survey, the vast majority of home buyers planning to move to new developments prefer small buildings with up to 20 apartments or medium-sized buildings (up to 49 apartments).

The survey shows that home buyers are clearly increasingly preferring lower and more intimate living environments where the height does not exceed five floors. There is also continued strong interest in 3-bedroom homes, which are suitable for both families and buyers seeking flexible space use.

Home buyers have become more active

According to Liven's assessment, the return of purchasing interest is best demonstrated by the number of visitors to mini-open houses showcasing the Regati development. On the last visiting day, several hundred interested people attended, which exceeded the developer's expectations and led to planning a repeat event in December.

"It's clear that some people came just to have a look for the first time – after all, this is a special development. But there were also people who came with a clear desire to find themselves a home. When so many people gather on a single visiting day that we need to repeat the event, it indicates that special homes continue to be in demand on the market," noted Andero Laur.

On December 6th from 10:00-15:00, eleven distinctive apartments will be open to visitors: two fully furnished show homes and nine homes with equipped kitchens and furnished living rooms to give a realistic impression of the development's final result. Visitors can also explore the community and hobby rooms, which residents have particularly highlighted for their practical functionality and thoughtful planning.

The next phase of the Regati development will be completed altogether in 2026. In total, Liven plans to build 7 apartment buildings there with 220 homes.
