P.P. Construction Supervision Won Tallinn's 6 Million Euro Framework Agreement
P.P. Ehitusjärelevalve, one of Estonia's largest owner supervision companies, has won a joint public procurement organized by Tallinn Environmental and Municipal Services Department and Kadriorg Park to provide project management and owner supervision for road and public space construction projects in the capital. The framework agreement for four years has a maximum value of €6.01 million.
The procurement covers project management and owner supervision of the construction and reconstruction of roads, squares, parks, green areas, playgrounds and sports fields, outdoor gyms and other public space facilities. The company also provides owner supervision for road maintenance and repair work.
According to Kalev Pikaru, a board member of P.P. Ehitusjärelevalve, the company's work begins with the preparation of construction tenders and continues until the completion of construction work. "We help the client review tender documents, act as consultants in organizing construction tenders, manage the project and monitor the quality of construction work. A large team of engineers and experienced project managers will be working on Tallinn projects," said Pikaru.
"The task of owner supervision is to protect the client's interests and help ensure that the results of construction work meet the agreed requirements. A street or park user primarily sees the finished result, but the durability of a building largely depends on the work that later remains hidden beneath the ground or surface. Therefore, quality must be monitored throughout the construction process. A defect discovered at the right time helps avoid situations where, for example, a newly completed street has to be opened up again for repairs," said Pikaru.
"Public space construction projects require coordination of the work of many different parties. In addition to renewing the road surface, street reconstruction may include the installation of water and sewage pipes, stormwater systems, lighting and landscaping," said Pikaru.
"Multiple areas of work come together at one project site, and their sequence and mutual compatibility must be carefully thought through. The task of project management is to tie these together into a whole and help solve problems before they start to affect the next work phases," added Pikaru.
P.P. Ehitusjärelevalve also won a tender from AS Tallinn Linnatransport a year ago for owner supervision of electric transport infrastructure. The framework agreement for three years has a maximum value of €900,000 and covers supervision of construction work on underground and above-ground facilities necessary for the operation of electric public transport.
Founded in 2006 as a family business, P.P. Ehitusjärelevalve is one of Estonia's largest engineering and owner supervision companies, employing about 50 engineers. The company provides owner supervision on large private and public sector projects, the most extensive of which are currently the eastern border construction, various sections of the Rail Baltic route and Ülemiste Terminal.
