Pärnu River Views to be Enriched by New Residential District. First Buildings of Seiler Quarter Received Cornerstone.
Today, Pärnu City Mayor Romek Kosenkranius, together with the developer, architects and builders, laid the cornerstone for the first houses of Seiler Quarter, which form the first phase of a new residential area rising on the banks of the Pärnu River called Seiler Quarter. In total, ten modern apartment buildings are planned for the quarter, which in terms of volume make up almost a third of the city's current new developments. The apartments of the first phase will be completed in spring 2025. Seiler Quarter is being developed and built by Nordecon AS.
"In recent years, positive developments can be observed on the banks of the Pärnu River: new recreation areas and attractive residential areas are emerging, which we view as entirely welcome. The Seiler Quarter area has been unused for decades, and therefore we are pleased that with today's cornerstone laying we have reached the point where the area will be tidied up and built upon. I believe that architecturally the quarter will be distinctive and will add to the attractiveness of the urban space," said Pärnu City Mayor Romek Kosenkranius at the cornerstone laying. "Well-thought-out real estate projects with human-centered thinking are highly anticipated in Pärnu."
"The high demand for apartments in the houses of Seiler Quarter is clear confirmation that the developments in the riverside area of Pärnu city are very well received by both locals and (domestic) tourists," commented Priit Luman, member of Nordecon's board. "While the Estonian real estate market in general experienced a significant slowdown last year, here 70% of the ready apartments in the houses were sold even before construction began. Just today we also launched the second phase houses on the market, which are planned to be completed in early 2026."
In total, 133 apartments are planned for the apartment buildings rising in the quarter located at Rääma 7, most of which have a balcony or terrace. The quarter is bordered on the south side directly by the Pärnu River. To diversify the environment, commercial spaces are planned on the 1st floor of most buildings. Between the apartment buildings, functional landscaping has been planned with recreation areas and a playground. The buildings are located on the banks of the Pärnu River, in close proximity to Tallinna Street and the Town Centre Bridge, and the Jaanson Health Path runs along the river side of the quarter.
Seiler Quarter was designed as the winning work of a public architecture competition held in 2020 by the architecture firm 3+1 architects Gert Guriev, Mihkel Meriste, Lisette Eriste and Markus Kaasik.
Architect Markus Kaasik elaborated on the project concept: "In creating the architectural solution for the Seiler Quarter residential area, we focused primarily on two things. First, its location on the territory of the old machine factory on the banks of the Pärnu River with a view of the city and the river. Thus, the appearance of the buildings also somewhat recalls industrial architecture. And secondly, the desire to capture the light and warmth of the southern side of the river. We wanted to create a pleasant living environment that would be oriented with its windows and terraces towards the sun and water."
