Which was the biggest winner of the year? Which city's apartment values have grown the most since the economic downturn?

Peep Sooman, a member of the board of Pindi Kinnisvara, said that smaller annual ups and downs should not be overestimated, as the structure of transactions also plays a role in shaping the average price. "However, this table clearly shows which cities have restored their value in the long term and which are obviously in a follower role on the market. Real estate prices are a litmus test for the development and competitiveness of an entire city," he explained.

Sooman noted that one exception in the list is Pärnu, which was merged with a number of municipalities at a cheaper price level in the meantime; otherwise, its price increase compared to the bottom of the recession would have been somewhat higher.

"We can also ask whether Paide, located in central Estonia and having experienced the largest growth, is also the center of Estonia's real estate sector. Of course not, but the increase clearly indicates that despite the significant price drop during the economic crisis, Paide, as well as Rakvere and some other small towns, are seen as having great potential," he added.
