DOKK Architects Won the 24-Hour Liven Planning Competition

Can good planning be created in 24 hours? Real estate developer Liven tested this in cooperation with Tallinn City Planning Department on the Järveotsa tee 16c property, where the planning of a residential quarter had to be developed in just one day through a public single-stage competition. The winning work "NEWTON" best combined living environment, urban space, greenery and realistic developability according to the jury's assessment.

The bold initiative proved successful and the competition received 101 submissions. The jury selected the work "NEWTON" by architecture bureau DOKK Architects as the winner. The authors of the winning work are Karl Kiisel, Daria Olovyannikova, Marsel Gimnazdinov and Berfin Naz Uzar.

The jury assessed "NEWTON's" clear and simple solution and building scale suitable to the surroundings. According to the jury, the above-ground and underground parts of the solution are well-balanced, creating good conditions for building affordable homes. The jury highlighted the clearly designed common area and its good connection to the green corridor. The jury also highly valued the car-free and south-facing courtyard area along the Iisaku stream and the logical traffic organization. "In summary, this is the solution requiring the least compromise – "NEWTON" best combines living environment, urban space, greenery and realistic developability," the jury wrote in their feedback.

One assignment, many different interpretations

„The 24-hour format brought out several fresh and diverse spatial ideas and showed how differently the same assignment can be interpreted. A longer preparation time would allow these ideas to be worked through and developed in more depth in the future," said jury member Helerin Talpsepp from Tallinn City Planning Department.

Award-winning works and prize fund:

• 1st place – "NEWTON" (DOKK Architects OÜ) – 8000 €

• 2nd place – "VEE HOOV" (Egon Metusala, ABMA architects OÜ) – 4000 €

• 3rd place – "AUGUST" (Kristiina Aasvee and Allan Pilter, Kauss Architecture OÜ) – 3000 €

The jury consisted of architect Indrek Allmann, Liven's board chairman Andres Aavik and Helerin Talpsepp from Tallinn City Planning Department.

Detailed planning has been initiated for the Järveotsa tee 16c property for the construction of a residential quarter with commercial and residential buildings up to five stories. The competition winning work will serve as the basis for drafting the detailed plan for the property in cooperation with Tallinn City Planning Department, and the winner will receive an invitation to the invited architecture competition for the next phase of the project.
