Construction of the First Apartment Buildings Begins in Krulli Quarter

In the Krulli quarter, which is becoming a new attraction hub in North Tallinn, construction of three four-story apartment buildings is beginning. A total of 23 apartments in residential buildings will be completed on the edge of Volta Street in early 2028.
The Krulli quarter is located in North Tallinn on the territory of the former Krulli metal and machinery industrial company, which has a history spanning more than 125 years. The approximately 10-hectare development area is bordered by Kopli, Volta, Uus-Volta, and Krulli streets and will grow over the next decade into an attraction hub with nearly 20 buildings, over 600 homes, and 3,000 workplaces. The Krulli apartment buildings are being developed by Merko and the Krulli quarter joint venture Krulli Kodud.
Merko Kodude's head Indrek Tarto said that there has been great interest in Krulli apartments. "One-third of the Krulli first homes have already been reserved. The compactness and unique architecture of the residential buildings and their fit into the surroundings are highly valued. Krulli's development plans turn the quarter into a place where a pleasant living environment is surrounded by convenient working space and diverse leisure activities," Tarto said.
The first Krulli apartment buildings will rise at the edge of Volta Street and create a smooth transition between the neighboring wooden buildings of Kalamaja and the limestone architecture of the Krulli factory buildings. The four-story residential buildings, connected to each other via an underground floor, contain 2- to 4-room apartments, each with a balcony or terrace.
A shared hobby and leisure space will be built across the three buildings for simply gathering together, as well as for organizing events or larger workshops. A bicycle and stroller storage room, parking spaces for cars, and storage facilities are located on the underground floor, leaving more space for pedestrians at street level.
"We are building a living environment in Krulli, not just houses and streets. This means that alongside homes, jobs, services, and quality public space will come simultaneously, inviting people to the quarter even if they don't live here. The construction of larger commercial buildings is already underway, and the start of construction of the first apartment buildings is a sign that Krulli quarter will come to life even before the entire quarter is completed," said Krulli quarter's director Indrek Hääl.
The architectural solution for Krulli's first apartment buildings was created by Hayashi-Grossschmidt Architecture (HGA), the interior design studio ARGUS, and landscape architects KINO. The overall concept of the quarter as a comprehensive urban space comes from the Danish architecture firm Cobe.
During the first development phase of Krulli quarter, in addition to the Volta 1b apartment building, an events house will be completed in autumn 2027 and the Growth House, which will become Northern Europe's largest business and innovation center, in spring 2028. Next year, plans are to begin construction of a serviced apartment hotel operated by Bob W and a mixed-use residential and commercial building, as well as the renovation of one commercial building. The developer's total investment in the first phase of Krulli quarter is estimated at 107 million euros. The construction partner for the first development phase of the quarter is Merko.
