Spring Brought Increase in Tallinn New Apartment Sales Numbers

In the second quarter, there is a clear increase in sales numbers for new homes in Tallinn compared to the previous year. According to Citify data, 362 new apartments were sold in Tallinn in the second quarter of 2025, which is 41% more than in the same period of 2024.

In total, 2283 transactions with residential premises sold as apartment ownership were made in Tallinn according to the Land Board data in the second quarter, which is 19.8% more than in the same period of the previous year. In the current year, the number of apartment transactions has remained at a similar level month to month, with a 7.7% increase compared to the first quarter.

In the second quarter, 362 new apartments were sold in Tallinn, which is 22% more than in the first quarter. Compared to the same period of the previous year, the growth in new apartment sales was as much as 41%. In comparison for the entire half-year, 30% more new apartments were sold in 2025 than in the same period of 2024.

"If the first four months of 2025 were stable in terms of new apartment sales figures, remaining around the 100-unit mark, then May and June showed an increase of nearly a third in the number of transactions. Interested parties who had made a real estate purchase decision finalized it before the VAT increase, and the decreased Euribor as well as the average wage growth trend also supported transaction activity," commented Bonava's sales and marketing director Lauri Laanoja.

Citify.eu According to data, Merko sold the most new homes in Tallinn in the second quarter, followed by Bonava and Hepsor. The most new apartments were sold in Haabersti district, followed by North Tallinn and the Old Town.

The average price per square meter for new apartments sold in Tallinn was 4554 euros in the second quarter, while in the same period of the previous year, the average price per square meter was 4386 euros.

The number of rental apartment offerings in Tallinn has decreased every month in the current year; at the beginning of the year, there were over 1550 rental homes on the market, and by June, the number of offerings had dropped to around the 1200 mark. As a result, there has also been an increase in rental prices, with the average rental price per square meter exceeding 14 eur/m2.

"On the Tallinn real estate market, there is seasonal growth in activity, and compared to the previous year, both the number of new apartment transactions and the average price per square meter of sold apartments have increased. The second quarter also showed an increase in the average price per square meter of new apartment offerings in Tallinn, which for the first time exceeded the 5000 euro mark. For comparison, on the Riga residential development market, which has recently received more attention, the price per square meter for a mid-range new apartment is 2550 eur/m2," Laanoja pointed out.
