Hippodrome Intersection Construction Tender Signed, Construction Work to Begin in Spring at the Intersection

The total cost of the Hipodroomi intersection construction project connecting Paldiski Road, Endla Street, and Mustamäe Road is 11.6 million euros (+ VAT). In addition to the intersection, during the works, the driving lanes of Paldiski Road in both directions will be renovated from the intersection to Mooni Street over approximately 500 meters.

The intersection construction work will begin in the coming spring. The renovation affects the driving lanes of Paldiski Road in both the Haabersti and city center directions, as well as Endla Street from the intersection to Mooni Street. Construction will be carried out in two phases to maintain the intersection's throughput capacity throughout the entire construction period. Some traffic will be redirected to nearby streets for detours. The main funders of the renovation works are the developers of the Hipodroomi district, Reterra Estate and Alfa Property. 

During the intersection reconstruction works, the rising Hipodroomi district will be connected to traffic. "Since the Hipodroomi district will significantly change the area, the roads need to be modified to ensure safe and smooth traffic. Additionally, the new solution brings more greenery without reducing the opportunities for road users," explained Reterra CEO and partner Reigo Randmets.

According to Randmets, the common goal of the city and developers is to ensure smooth movement for both public transport and cars as well as pedestrians and cyclists. "The intersection roads and routes will be reconstructed from the intersection to Mooni Street. The number of driving lanes will remain the same, but a new traffic connection will be created with the rising Hipodroomi district – Merimetsa Road and the Hipodroomi Street upon completion. From Hipodroomi Street, a left turn option will be added in the direction of the city center–old town–Kalamaja, which will make traffic in the area significantly smoother."

The major infrastructure construction works within the Hipodroomi district are in their final phases and are ready to be linked with nearby roads. Estonia's only unique tunnel and Merimetsa Road will be completed in June 2026, and Hipodroomi Street in autumn 2026. 

The total cost of infrastructure for the entire Hipodroomi area exceeds 30 million euros, which will be invested mostly by developers Reterra and Alfa Property. In addition to the developers, Tallinn Water and Utilitas will also invest their share in the Hipodroomi Intersection renovation, which costs approximately 12 million euros.

​​Area development brings new traffic solutions

Randmets explained that during the construction works, the entire intersection infrastructure will be updated from lighting to greenery, including the construction of new district heating, water, and sewerage pipelines. "Green islands will be created, roadside vegetation will be densified, and the central avenue of Paldiski Road will be preserved. The solutions will improve traffic safety, especially for pedestrians and cyclists, whose movement towards Kristiine is problematic today. And as stated – the number of driving lanes will remain the same for both public transport and private vehicles." 

Final infrastructure completion is scheduled for autumn 2027 and will be carried out in two phases. "Phased work is necessary to ensure the intersection's throughput capacity for public transport, cars, and pedestrians and cyclists. This year, the renovated section of Paldiski Avenue from the city in the Haabersti direction will be completed, in the first half of 2027 the direction towards the city. Phased construction ensures that the Paldiski Avenue intersection remains open for public transport and traffic throughout the entire construction period," said Reterra's head. 

Final infrastructure completion is scheduled for autumn 2027.
