Hepsor Plans Two New Residential Buildings in Manufaktuur Quarter

In the heart of North Tallinn, in the Manufaktuuri quarter, Hepsor is planning the next phase of development. The construction of two new apartment buildings is planned to begin this year and they are expected to be completed in the summer of 2026.

At the address Manufaktuuri 12, next to the former Baltic Cotton Factory, apartment buildings are being planned that will create 49 homes with views of the historic factory building from their windows. The buildings erected next to this magnificent industrial heritage are small and cozy, containing 1–4 room apartments.

"In developing the entire quarter, we keep sustainability in focus and we also apply this approach in the M12 buildings. We want to create a contemporary and human-centered living environment that is economical in terms of energy and resource consumption – that is, friendly to residents' wallets – and also takes into account changing climate conditions," said Hepsor's Estonian country manager Mihkel Mäger.

The A-energy class building is planned to include a smart home solution, electric vehicle charging options, solar panels, and a storage room for bicycles and strollers to promote a green lifestyle for future residents.

"The Manufaktuuri quarter is beginning to develop into a distinctly unique living environment where old and new blend together. Industrial and humane. We sought to offer architecture that fits into this environment yet at the same time differs slightly from the general real estate market. The distinctive image of the buildings with sloped roofs has been emphasized both formally and materially. The point building typology allows us to offer apartments with excellent light and views. Most apartments have views in at least two directions and all apartments have balconies," explained architect Koit Ojaliiv.

Special attention has been paid to the diversity of the outdoor area. The courtyard will include a small children's playground, a sports area with various equipment, a basketball court, a table tennis area, a rest and picnic area for residents, and shelters for spending time even in rainy weather.

Landscape architects Grete Veskiväli-Dubov and Ingrid Saaroja say that the courtyard of the Manufaktuuri 12 residential building will become a particularly pleasant, private and playful place. "In general, we proceeded from the integrity of the entire quarter – the outdoor space solution complements rather than duplicates the possibilities already under construction there. As a result, the area as a whole will be interesting, diverse and relaxing, inviting everyone to come outside and spend more time there."

The Manufaktuuri quarter will develop into a complete living and business environment in the coming years, where historical value blends with new and fresh ways of living. The center of the quarter will be a large and diverse park with rich greenery and varied landscape, and playgrounds and community gardens will also be built.

"100-year-old apple tree orchards and spacious rest areas create a pleasant environment for families where children can play freely and adults can enjoy peace and quiet. For us, it was important that the urban space be as vibrant as possible and take into account all family members," said Mäger.

The Manufaktuuri Quarter is being developed by Hepsor together with long-term partner Tolaram Group. In total, the quarter will create 70,000 square meters of residential and commercial space. The architectural solution for the M12 buildings was created by KUU architects and the outdoor space solutions were created by Punktiir OÜ landscape architects.
