Gallery: Rocca Towers' Final High-Rise Reaches Full Height in Haaberstis
Yesterday, a topping-out ceremony took place in the Rocca Towers residential and business quarter developed by Endover, marking the achievement of the roof height of the final phase, the fourth high-rise building. The entire quarter will be completed by the summer of this year.

The construction process of the residential and business quarter, consisting of five residential buildings and two parking buildings, rising on Haabersti's quiet zone, has remained a challenging period for Endover due to the economic environment. Endover's managing director Robert Laud explained that the project, which began in 2020, has progressed according to plan, and the last apartments will be ready for occupancy by the end of spring 2024.
"The past years have been difficult for the real estate sector both macroeconomically and in terms of market conditions. Despite this, Endover achieved its second-best result in the history of the company in the sale of new apartments and commercial spaces in 2023," said Laud. Endover's sales turnover of residential and commercial spaces last year was a total of 41.5 million euros, maintaining a strong position in the market alongside Merko and Hepso among the top three major developers.
"In the year ahead, we will complete the Rocca Towers quarter development, the Riviera Viimsi homes will be completed, and we will continue with new phases of the Volta quarter in North Tallinn," noted Laud, adding that they sense strongly how the Rocca Towers development has changed homebuyers' expectations and preferences. "Today, people are looking for homes that are naturally well-built and economical, but at the same time with high ceilings and spacious windows. We see that increasingly more attention is being paid to what both the building and shared areas look like and how they are designed."
The quarter's chief architect Rasmus Tamme from ARS Projekt explained that with a high-rise building, it is possible on the one hand to play with repetition, but on the other hand to find smart solutions that are recognizable from a distance and characteristic of the development. "Rocca Towers quarter is not only of symbolic significance for the Haabersti district, but with its architectural form and quality execution, it creates added value for Tallinn's urban space as a whole and is a major development that has brought four new high-rises to Tallinn's skyline," said Tamme.
Rocca Towers quarter is located at the edge of the Haabersti viaduct, where a total of 5 buildings will be constructed containing 342 apartments and 4,000 m² of commercial space. The landscape, greenery, lighting, and pedestrian paths of the quarter, which is approximately 41,000 m² in size, will be comprehensively renovated and designed. The fourth high-rise building at Päevalille 10 and also the final development phase is being built by Metropoli Ehitus OÜ, the architectural solution was created by OÜ ARS Projekt, and the interior architects are Aet Piel and Maarja-Linda Taur.
Endover is the developer with the most experience in building the largest residential high-rises in Estonia, of which four high-rises in Haabersti and Kristiine have already been completed and one is in the final stages of construction. Two high-rises are currently being planned for North Tallinn.
