Endover Develops Tallinn's Largest Business Center and Sports Club in Volta

Today, the next development plans for Volta Quarter were unveiled publicly, and Endover will begin construction in November on Volta HUB, the region's largest business and community center. The anchor tenant for the commercial building being completed in the first phase will be MyFitness, which will open the most modern sports club in the Baltics in North Tallinn at the beginning of 2026.

Endover is beginning construction of the Volta HUB business center, which is 40,700 square meters in size and will become the region's largest mixed-use center in the coming years. A total of 5 buildings will be completed, with 30,000m2, or 75 percent of the construction volume, consisting of various commercial, retail and service spaces, and 25 percent luxury apartments. The architecture of Volta HUB has been created by ARS Projekt. In addition to this, the developer will also build a new kindergarten in Volta Quarter, create recreation areas, and construct a 15,000m2 public park.

Olari Vokk, head of real estate development at Endover, stated that half of Volta Quarter's development volume is already complete, and with new living and working spaces in Volta and surrounding developments, there is also growing need for service and retail spaces. "North Tallinn, and particularly the so-called golden mile area of Noblesneri-Volta-Krulli, needs additional support services and retail space that would give people living and working in North Tallinn the opportunity to run all their errands according to the 15-minute city principle," said Vokk.

Tallinn Deputy Mayor Pärtel-Peeter Pere said that when most of what is needed for life is within reach – that is, within a 15-minute walk or bike ride – quality of life increases and property values rise. "This is how village life emerges in the city: people see each other, hear sounds, smell scents, and can spend time in Nordic urban spaces," Pere explained.

MyFitness will be the anchor tenant for Volta HUB's first building, creating the region's largest and most modern sports club in North Tallinn. "MyFitness has been considering expansion to North Tallinn for some time, as we have received feedback from our members that they particularly welcome us in this area. It is a developing urban space with a constantly growing population, and a sports club that would be even closer to home is a very welcome service," said Tiina Matikainen, member of the MyFitness board. The new club will have nearly 2,000m2 of training facilities – a state-of-the-art gym, group training classes from strength training to yoga, and an exclusive boutique studio and sauna area. Such a large and modern sports club is the most anticipated service in the area according to surveys conducted among local residents. The sports club will open at the beginning of 2026.

Olari Vokk added that in addition to the sports club, negotiations are ongoing with food retailers, restaurants, cafes, service companies, and healthcare service providers for Volta HUB. A padel center will also open in Volta Quarter in the near future.

North Tallinn as the capital's new attraction hub

North Tallinn is currently one of the hottest development areas. Together with Volta, Krulli, and Noblesneri quarters, former industrial areas have transformed into dynamic business, leisure, and residential areas. Today, North Tallinn is home to nearly 65,000 people, and when all developments are complete, approximately 30,000 more residents will be added. By 2030, Volta Quarter together with the surrounding area will be home to 12,500 people and provide 11,000 workplaces, making it the most important attraction hub in North Tallinn.

Much is being said about the real estate market in Estonia being stagnant, but Vokk added that this trend is not visible in North Tallinn. "The market is not stagnant, but rather the dynamics have changed and new epicenters have emerged. The fact that nearly 100,000 people will live in North Tallinn in the future is no longer just a vision, but an approaching reality in the coming years." Very soon, Wise will also open an office employing thousands of people in the area. In addition to service provision, the area's growing challenge is traffic and mobility options between city districts.

Endover's head of real estate development stated that as a developer, they understand the problem of growing traffic congestion, and for this reason, the entire development of Volta Quarter is based on the principle of bringing all essential services to the location. "We solve the traffic challenge by creating opportunities for non-movement within the quarter. If settlement is dense and areas are organized according to the 15-minute city principle, then there actually isn't that great a need to move," explained Olari Vokk. "Our focus should not be on how to move more, but on how to plan urban space so that we don't need to move as much."

Volta Quarter is one of Tallinn's real estate market's most important and successful developments and likewise one of Endover's. A more than 125-year-old industrial quarter is being developed according to the 15-minute city principle. The entire quarter's development volume is 142,000 m2, with plans for over 750 apartments and more than 50,000 m2 of commercial space, a kindergarten, and a park with recreation areas.

According to data compiled by Citify, which consolidates real estate development statistics, of the 858 transactions on Tallinn's market in the first 9 months of this year, with a total turnover of nearly 270 million euros, 202 were in North Tallinn, generating the largest aggregate turnover among city districts – nearly 71 million euros. The value of North Tallinn is also demonstrated by the supply price level, which is nearly 5,000 €/m2, while the market average remains close to 4,400 €/m2.

Related to the quarter's development, Endover has also built extensive new infrastructure in North Tallinn, including two new streets, and expanded the district heating network. The architecture of Volta HUB is being created by a team of top architects from ARS Projekt, which has extensive experience and has brought high-rise buildings such as Maakri Quarter, Torni and Rocca Towers to Tallinn's skyline.

A HUB is known worldwide as a modern center that combines different commercial and community activities and services in a central location. Volta HUB, with its central location at the junction between North Tallinn and downtown at the intersection of Kalaranna and Tööstuse streets and the future Krulli street, creates a diverse, integrated mixed-use environment with homes, offices, services and retail – all the opportunities to live, work, and spend leisure time in the quarter.

What makes Volta HUB unique is the combination of historic and new energy-efficient architecture: authentic limestone facades combined with modern high-rises, ceilings up to 8 meters high and grid windows, landscaped terraces open to the outdoors and recreation areas within buildings, and views of the sea and old town. Sustainable development electricity consumption is based on 100% renewable energy, heating solutions are 69% renewable energy based, and the goal is 90% waste recycling, with extensive vertical greenery and green spaces both around the building and on outdoor-facing terraces within the building.
