Architectural Competition Winners Revealed for High-Rise Development at Tartu Road's Key Urban Junction

The winners of the architectural competition for a high-rise building at Tartu street 86B, organized by AS Fausto Capital, the developer of one of Tallinn's most popular business quarters Fahle Park, have been announced. The aim of the competition was to find the best contemporary solution that would fit the overall concept of Fahle Park and which would become a dignified landmark at one of the city's most important junctions. The architectural competition received 12 entries, of which 4 design proposals won awards. The public can view the works at an open exhibition on 11.09.2023 at Fahle Park on Galerii Street, where all design proposals that participated in the competition are displayed.

The jury decided to share the first and second place awards between the architectural firm LUMIA and KINO Maastikuarhitektid's work "PORTAAL" and Studio TÄNA and Apex Arhitektuuribüroo's work "JENGA" design proposals. The jury awarded the third place prize to Arhitektuuribüroo Korrus's design proposal "FAHLE VISION" and a special prize to DAGOpen's design proposal "ELEVAATOR". The jury has made a recommendation to both first place design proposal authors to supplement their work, and Fausto Capital is interested in concluding a design contract after the supplements are introduced.

"Since the planned building will be Tallinn's "gateway" for arrivals from one of the most important directions, we sought a high-level and striking solution that would become a dignified landmark at one of the city's most important junctions. Among other specifications, I would emphasize the building's fit with the unique characteristics of the entire Fahle Park quarter, which consists of combining a historical environment with contemporary architecture and valuing green areas and sustainability. Architects had to continue the environmentally friendly building design typical of the Fahle Park area, and had to take into account the recognized green mark BREEAM requirements already in the design proposal preparation. The buildings developed during the first phase of Fahle Park have already been evaluated as worthy of the highest OUTSTANDING level of BREEAM green mark, and we plan to certify all newly built facilities at the same level," said Fausto Capital's project management director Priidu Lokk.

According to jury chairman architect Ignar Fjuk, a clear first place contender did not immediately emerge from the competition. "Nevertheless, it was a successful competition. This was a very difficult task for the architects, as originality, landmark quality was expected, but also suitability for a quite ambitious location, which is significantly influenced by the nearby viaduct. The participants had given their best and even the works that did not receive awards were of high quality. No jury member fought a real battle over their favorite, and the truth emerged through lengthy discussions," said Fjuk.

In addition to Ignar Fjuk, the architectural competition jury included city architect Oliver Alver, architect Rasmus Tamme, one of Fausto Capital's partners Kenneth Karpov, and Fausto Capital's project management director Priidu Lokk. According to Fjuk, the winning works were striking and offered architecturally original interpretation and met most of the specifications.

The biggest plus of LUMIA and KINO Maastikuarhitektid's work "PORTAAL" is the building's landmark-like and eye-catching and memorable architecture. The work is powerfully articulated and dynamic and appears at first glance like stacked shipping containers. The facades are covered with ribs that have a light effect. The building has a certain similarity to Japanese architecture and a timeless aesthetic can be perceived. The building fits Fahle quarter's historical industrial environment and the immediate vicinity of the traffic thoroughfare.

Studio TÄNA and Apex Arhitektuuribüroo's work "JENGA" also offers timeless design while being eye-catching and sufficiently distinctive to be a worthy building for Tallinn's gateway. "JENGA" offers particularly striking and dynamic views from Fahle Park. When entering the city, it creates a somewhat simpler and more massive cubic impression. The superstructure of the building's top floors is visually linked with the quarter's current dominant structure, the Fahle building. In terms of site planning, the design of a new park area is striking, which is a good conclusion to Lastekodu street. When viewed from the quarter, it is a striking work.

Arhitektuuribüroo Korrus's third place winning work "FAHLE VISION" was considered by the jury the boldest and most striking. The work uses two methods in parallel – the "barrel" and the world of lower arches, which rotate together slightly over a winch. The intersection corner is nicely resolved and values a currently characterless place. However, the building turns its back to the Zellulose quarter and does not serve the quarter as a whole.

DAGOpen's specially awarded work is completely different from the other participants' works due to its pure and elegant solution. From a different angle, the work leaves an interesting impression thanks to the division of the building's volume into three parts and one interesting horizontal cut. In its pure and unpretentious design, the building, according to the jury, was perhaps even slightly too simple.

The works received monetary prizes. First and second place shared "PORTAAL" and "JENGA" – prize amount 20,000 euros (separately for each design proposal). Third place "FAHLE VISION" – prize amount 7,500 euros. Special prize "ELEVAATOR" – prize amount 5,000 euros.

The detailed plan sets the building's maximum height from ground level at 45.0 m. The building is permitted to design 14 above-ground floors and 3 below-ground floors. The building's maximum above-ground built-up area is 1150 m2. The planned building's maximum closed gross floor area is 11,000 m2 and the below-ground part's closed gross floor area is 5,400 m2.
