TALLINN DORMITORY APARTMENT MARKET: Lasnamäe Apartment Sells Fastest

Tallinn's residential district property markets differ significantly from each other in terms of transaction speed, volume, and price levels, according to data from Kinnisvara24's statistics center and the Land Board. While a flat in Lasnamäe finds a buyer on average in 30 days, the selling process takes 48 days in Mustamäe and 100 days in Haabersti.

Lasnamäe stands out among other residential districts primarily due to the large volume of transactions. In the first two months of the year, 21% of all Tallinn flat sales transactions were concluded there. In February alone, 146 sales transactions were made in Lasnamäe, which is almost twice as many as in Haabersti. Over the last 12 months, approximately 2000 transactions have been concluded there. Prices are also on an upward trend: in 2025, the average selling price of Lasnamäe flats increased by 4.8%, which was the largest increase among all Tallinn districts.

"In Lasnamäe, demand for affordable living space remains consistently high and transactions are concluded quickly. The difference between asking price and actual transaction price is only 17%. This shows that sellers' expectations and buyers' willingness are in good balance," said Kinnisvara24 CEO Urmas Uibomäe.

The differences are largely due to the structure of offerings. While new developments make up more than a third of flat sales offerings in Haabersti and Mustamäe, their share in Lasnamäe remains around 12%. The Lasnamäe market consists mainly of secondary market flats, where sellers' and buyers' price expectations are closer to each other.

Haabersti has the longest flat sales duration, and the difference between asking and transaction prices is also the largest of the three districts, reaching nearly a third. This is partly because there are many new developments among the offerings, while transactions are mostly made with secondary market flats. Haabersti was also one of the few Tallinn districts where fewer flat transactions were made last year than the year before.

"In Haabersti, the large share of new developments keeps asking prices high," explained Uibomäe.

The Mustamäe market is the most stable of the three districts. In the first two months of the year, 15% of all Tallinn flat transactions were made there, giving Mustamäe third place in the number of transactions after Lasnamäe and the City Centre. The price level has moved closer to Haabersti — the median transaction price rose by 15% over the year, reaching 2,716 euros per square meter.

In February, 110 flat transactions were made in Mustamäe, while in Haabersti there were 79. Mustamäe also stands out with a strong rental market: rental offerings make up a third of all Kinnisvara24 listings in Mustamäe.
