Perton Builds New Rental House at Õismäe Gates
A cornerstone was laid on October 30, 2025, in a symbolically constructed building on Ehitajate tee 105, containing a capsule with coal, a fresh newspaper, and other relevant items. The eight-story NORA, with 100 accommodation units, will be completed in the summer of 2026.
Looking at the urban space more broadly, the cornerstone was placed at the so-called Õismäe Gates, which will mark the beginning of a new and modern architectural language in the area, with a building that appears to stand on its feet. On the other hand, from the builder's perspective, the building represents a new stage in a twenty-year history - entering the accommodation services business under the Perton Living brand name. The building has been named after an independent-minded, sustainable world-view representing, and Nordic-like self-aware cat NORA.
Built-to-rent, or buildings with accommodation units specially built for rent and fully prepared for move-in, are a growing segment in Estonia, primarily in Tallinn. This means that the accommodation units are fully ready for the tenant - from knives and forks to complete move-in readiness. In addition to common areas inside and outside for a pleasant time spent, coffee drinking, working, and why not, for example, bathing in a separate sauna building in the courtyard. NORA by Perton Living is primarily targeted at young professionals coming to Tallinn for temporary work or a work assignment, who are looking for a comfortable and easy-to-manage everyday living environment and perhaps also some company in the evenings.
"An accommodation building owned by a single owner means fast and convenient contract signing, move-in and move-out for residents," said Perton CEO Marko Bäärs. "All issues are resolved quickly and conveniently online. This is different from traditional rental apartments, where each owner deals with their unit separately," explained Hannes Tall, the future building manager and Perton Living CEO.
Perton Living, as a professional rental operator, will manage services in the building and mediate rental relationships. In the long term, the plan is to expand a similar concept elsewhere, including to Latvia, Perton's other home market.
Õismäe Gates
With the completion of the NORA building, together with the building located immediately next to it, across Ehitajate tee, the so-called "Õismäe Gates" will be formed, which will greet those arriving from the airport and Mustamäe. The development will significantly change the surroundings - adding a quality and contemporary building to the area with high-quality common areas outside and adding a dignified building as new impetus to the entire area's development.
The eight-story building offers residents a modern and diverse living environment: in addition to apartments, the building features a community zone with a café, lobby and living room, parking spaces for both cyclists and car owners, and outdoor areas planned for various activities.
NORA Building is designed as a sustainable and long-lasting building, not a temporary "fast fashion." Its architecture is contemporary, energy-efficient, and created with the needs and comfort of future residents in mind.
Construction work will be completed in the summer of 2026, and the first tenants will move in at the same time.
